    ROHS - Restriction of the Use of Certain Hazardous Substances  

ROHS Certification

ROHS (Restriction of Hazardous Substances) is a new European Directive that became effective on July 1, 2006. Electrical and electronic equipment sold in Europe after this date must comply with the strict regulations in this Directive.

The Directive requires that electrical and electronic equipment sold in the EU does not contain lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (Pubs) or polybrominated biphenyl ethers (Pads) above the legal threshold. This will effect any organization involved in the production, sale or distribution of electrical and electronic equipment destined for an EU market, such as manufacturers, retailers, brand managers, traders and distributors.

      RoHS Product Certification

The RoHS Program is a single product certification which can be extended for certification of a product series, as long as the range of products are produced using the same raw materials, the management system has a similar function and the “basic design” has not changed significantly. The RoHS certificate is 5 years valid.

       RoHS Product Certification consists of 5 steps:
  • Documentation Review to determine the status of existing verification documents and the extent of testing needed. All documents are uploaded on Parmar Services own Supply Chain Compliance Assurance Network (ISCAN) and a comprehensive compliance file is built.
  • Testing of representative samples according to specific documentation review as well as testing of the homogenous material level for all six restricted substances of RoHS.
  • Surveillance, if documentation review and testing has confirmed compliance, by conducting an Initial Factory Inspection including an audit of the quality system with respect to Restricted Substances Control. Parmar Services conducts annual follow-up inspections, which may include sampling to confirm compliance.
  • Listing in Parmar Services inclusive database is available for products that meet or exceed Parmar Services RoHS Product Certification.
  • The  RoHS Product Certification Mark may be used by program participants for products approved and can appear on the product itself, on the packaging of the product, or even on the participant’s web site and print literature.

      The RoHS Certification Challenge:

Regulatory authorities are introducing new ways to reduce the environmental impact and potential hazard of wastes from electrical equipment. The European directive on the Restriction of Hazardous Substances (RoHS) holds electrical and electronic equipment companies directly responsible for the chemical compliance of their products. This means all products have to conform to strict standards, extensive compliance documentation and ensure that electrical and electronic products sold in the EU don’t contain lead, cadmium, mercury, hexavalent chromium, polybrominated biphenyls (PBBs), and polybrominated diphenyl ethers (PBDEs) above the legal threshold.

There are two main areas of RoHS compliance risk:

  • Product material risk: From selecting materials and components in products and using indirect materials in the manufacturing process
  • Supplier risk: From product variation, engineering or manufacturing changes, multiple suppliers and contamination through the supply chain.

Manufacturers will need to ensure that their products, parts and components comply in order to be distributed and sold in the EU. Total costs to meet EU compliance could be significant if companies do not plan and put in place valid strategies now.


       Who should apply for RoHS certification?
  • Applicant must be either be the product manufacturer who owns the brand under which the product is distributed
  • Applicant must be the person who authorizes another original equipment manufacturer (OEM) to produce the product on their behalf

At a first step we will certify only homogenous material and electrical components.
Once certified, a commitment that the product sold on the market is identical with the certified product and is produced by same production process and same constituents is required.

       What is the process required for RoHS certification?

The first step is for you to complete a number of technical documents. This helps us with an initial assessment of your needs. If you have already have test report’s for all homogenous components of your product, no additional test are necessary. If not we will test the components in one of 0 our 23 labs around the world. Then we will assign a qualified specialist to perform a factory assessment of your production plant as well as sampling materials and finished products at the end of the production line.

The factory assessment will be performed according to our  Assessment Process and is signed off by both the parmar services consultant and the factory manager. Samples taken are tested by one of our accredited test laboratories.

If defects are detected during factory assessment, the applicant must correct the defects as soon as possible. The time permitted for this will be controlled by parmar services  Once the factory assessment is completed, a copy of the report is provided. The factory assessment and sample testing results are independently reviewed before a certification decision is taken. Only upon successful comparison of both, is parmar services able to provide the ROHS-certificate and ROHS-Mark (or RoHS label) for those certified products. As holder of the certificate, companies are allowed to use the RoHS mark on their products, within the user manual, on all packaging and on any marketing for this product.
